Designation Criteria

Any commercial, industrial, or institutional facility consuming over 180,000 kWh annually is a designated facility.

Mandatory Appointments

Must hire a licensed Energy Manager.

Must form an Energy Management Committee (includes CEO, energy manager, compliance, production, HR, finance, etc.).

Energy Management Policy

Develop and submit an Energy Management Policy Statement to EPRA.

Policy must be reviewed and updated every 4 years.

Energy Audits

Conduct energy audits every 4 years using licensed auditors or firms.

Submit audit reports to EPRA within 1 month of audit.

EPRA may approve, reject, or request a re-audit.

Investment Plan & Implementation

Submit an Energy Investment Plan to EPRA within 6 months after audit approval.

Achieve at least 50% of recommended energy savings within 3 years.

Submit annual implementation reports.

Performance Tracking

Comply with EPRA’s published Energy Performance Indicators (EPIs).

If not compliant, submit a Remedial Plan or buy energy saving credits via EPRA’s trading scheme.

Record Keeping & Data Submission

Maintain records of energy consumption, equipment specs, and production data for 5 years.

Submit this data annually to EPRA.

Licensing & Certification

Only EPRA-licensed professionals can conduct audits, manage energy, or verify performance.

Renew licenses annually and meet CPD requirements (30 credit points).

Inspection & Penalties

EPRA may inspect facilities and issue compliance orders.

Non-compliance may lead to fines up to Kshs 1 million or 6 months imprisonment.
